At the center of this design evolution was the renowned "split-bumper" front fascia, an aesthetic frequently misattributed to the Z28 package alone. In reality, the split bumper was the visual signature of Regular Production Option (RPO) Z22, known as the Rally Sport (RS) appearance package. While standard Camaros and standalone Z28s featured a continuous, full-width chrome bumper with rectangular turn signals embedded in the lower front valance, specifying the RS package fundamentally re-engineered the front clip. The RS option replaced the full bumper with an impact-resistant, body-colored Endura rubber nose surround encasing an eggcrate grille, flanked by twin chrome-plated bumperettes mounted outboard beneath the headlamps. Beneath this front end lay the mechanical core of the 1970 Z28: the high-compression, solid-lifter 350-cubic-inch LT-1 small-block V8. Following SCCA rule adjustments that allowed de-stroking larger production engines for Trans-Am competition, Chevrolet retired the peaky 302-cubic-inch engine in favor of the 5.7-liter LT-1, which blended race-ready high-RPM power with immense street tractability. Constructed on a four-bolt main iron block, the LT-1 incorporated a forged steel crankshaft, forged connecting rods, impact-extruded TRW forged aluminum slipper-skirt pistons, and an 11.0:1 compression ratio. Induction was managed by a Winters high-rise dual-plane aluminum intake manifold topped by a Holley 780 CFM four-barrel carburetor. Driven by solid mechanical lifters and an aggressive camshaft, the LT-1 produced a factory-rated 360 gross horsepower at 6,000 RPM and 380 lb-ft of torque at 4,000 RPM—representing a 31 percent increase in low-end and midrange torque over the outgoing 302.

This broad power curve allowed Chevrolet to offer a performance-calibrated Turbo Hydra-Matic 400 (TH400) three-speed automatic transmission in the Z28 for the first time, expanding beyond the traditional close-ratio Muncie four-speed manual options that included the heavy-duty M22 "Rock Crusher". Power was transferred to a 12-bolt Positraction rear axle with 3.73:1 standard or 4.10:1 optional gearing. Underpinning the vehicle was the F41 Special Performance Suspension, engineered around an isolated front subframe and an innovative staggered rear shock configuration—placing one shock forward and one aft of the rear axle—which effectively eliminated the violent wheel hop that plagued earlier leaf-sprung chassis. Combined with a quick-ratio steering gear, front and rear stabilizer bars, and 15x7-inch five-spoke wheels wrapped in Goodyear Polyglas GT tires, period road tests by Car and Driver clocked the automatic Z28 from 0 to 60 MPH in 5.8 seconds and through the quarter-mile in 14.2 seconds at 100.3 MPH, lauding the car as an automobile of uncommon road-holding merit.

The competition pedigree of the 1970 model was further sharpened during Trans-Am racing development by Chaparral Cars' Jim Hall and Vince Piggins, where high-speed testing exposed that the standard one-piece duckbill rear spoiler created 112 pounds of aerodynamic rear lift at 120 MPH. Chevrolet resolved this mid-year through the Central Office Production Order program as COPO 9796, delivering a tall, three-piece rear spoiler that generated 168 pounds of stabilizing downforce.

The 1970 Camaro Z28 RS represents a fleeting high-water mark for American performance engineering. Of the 8,733 Z28s assembled during the shortened production year, only an estimated 2,500 to 3,200 left the factory equipped with the RPO Z22 Rally Sport split-bumper option. Beginning in 1971, mandatory GM compression reductions, federal emissions standards, the move to net horsepower ratings, and eventual 5-MPH bumper mandates systematically stripped away the high-compression solid lifters and sculpted Endura nose styling. As a result, the 1970 Z28 RS stands as an uncompromised, one-year-only icon where pure homologation engineering, small-block muscle, and grand touring styling met in perfect balance.
