Colorful (1999 anime series) style

Style based on the anime Colorful (1999).

Add retro artstyle, 1990s (style), anime screencap if desired.

Tried to train tags for a few characters, really only the teacher Pamela generates consistently (she does have more screentime and variety of animations).
