This doesn't seem to be working how I hoped, but I'll keep trying. It does the eyes well when not competing with other LoRAs, but doesn't seem to override the eyes of other LoRAs well.

For Smooth Eyelashes, I just took images from the anime with good eyes and smooth eyelashes and cropped them to just the eyes, and used MS Paint to roughly edit out the places where hair covered eyes or eyelashes.

For Spiked Eyelashes, I took images from the anime with good eyes and spiked eyelashes and cropped the eyes close so there was no hair around them and minimal skin. I also trained with tags.

For Spiked V2, I generated images with eyelashes I liked from the above LoRAs and those of characters from Aobuta made by others, but I also used a bald LoRA so I didn't have to edit out hair, and then cropped away most of the bald area (but clearly not enough, because if you use this LoRA without other LoRAs, or without bald in the negative prompt, you get bald characters).

Do you want to affect the eyes of your character without too much other effect on style? I do, so I'm trying to make LoRAs focused on just changing eyes. I loved what my Aobuta Mix did to eyes, so I'm trying to do eyes from those characters first. There are two major eyelash styles on those characters, a smoother one and a more spiked one, so that's what I'm going to try to start with. If I'm successful, I might do eyes from iconic artists, characters and shows in the future.
