Well, here's my attempt at her. For her normal look use:

sylphielnl, long hair, blunt bangs, green eyes,

for her outfit:

epaulettes, cape, gloves, blue tights (or grey tights if it's too vibrant) , boots,

The rest of the outfit should generate on its own. You can try "shorts" for support but sometimes that maker her tights into thighhighs.

Add epaulettes and cape to negatives if you put her in alternate clothes. Doing so also alters the rest of her default outfit if you're trying that. The Lora also favors purple clothing and it's hard to alter it with certain clothes like dresses. Maybe I just made it too strong
