This is the uniform of the Gendarmes, the French military force with law enforcement.
The model performs better when specifying details like "a black g3nda4m bulletproof vest with a patch on chest with the white text "GENDARMERIE" on it" (see samples for details). The design allows for the addition of text on the polo's chest.
