She's a character in the RTS Tempest Rising serving as an intelligence officer and advisor to the player.

Trained on Pony checkpoint using 23 pictures of screenshots taken in-game of the demo version of the game. Note that it's all upper body shots so any full body shots will be guessing the rest of her uniform.
