芸能界の売れない落ちこぼれアイドルたちの奮闘を描きつつも、登場人物全員が何かしらの濃厚なこだわりを持つ、極めてフェティシズムに特化した名作『おちこぼれフルーツタルト』。 チコは作中で絶大な人気を誇るトップアイドルユニット「クリームあんみつ」のメンバーであり、売れないアイドルユニット「フルーツタルト」に所属する関野ロコの実妹です。ちんちくりんで小柄な姉・ロコとは対照的に、高身長でスラリとした抜群のモデル体型を誇ります。また、フルーツタルトの緑へもとは学校の同級生かつ友人関係にあります。 そんな彼女のフェチ対象は実の姉である「ロコ」。普段は姉の低身長をからかって煽ったりしますが、本心では姉を猛烈に愛しており、ロコを無理やりフルーツタルトのリーダーに推したり、姉のグッズを大量に買い漁ったりと、そのシスコンぶりは極めて尖った方向へ突き抜けています（アニメ未放映の原作5巻以降ではさらに激しく暴走します）。

なお、「関野ロコ・チコ」という名前は、東京都小金井市の「関野町」（大部分を小金井公園が占める地域）が苗字の由来となっており、名前の「チコ」はいろは歌（いろはにほへと ちりぬるを…）の「ち」に由来しています。

While Dropout Idol Fruit Tart follows the struggles of underdog idols trying to make it in show business, the series is uniquely celebrated for its deep, eccentric fetishistic undertones, with every character harboring their own intense obsessions. Chico is a member of the immensely popular mainstream idol group "Cream Anmitsu" and the younger sister of Sekino Roko (who belongs to the struggling group "Fruit Tart"). In stark contrast to her petite, diminutive older sister, Chico boasts a tall, slender, model-like figure. She is also a close classmate and friend of Midori Hemo. Chico's ultimate obsession is none other than her sister Roko. While she frequently teases Roko about her short height, she harbors an overwhelming, slightly unhinged sisterly adoration—pushing Roko to be Fruit Tart's leader and hoarding massive amounts of Roko merchandise (a devotion that spirals into even wilder antics from Volume 5 onward in the manga).

Her family name is derived from Sekino-cho in Koganei City (a district largely occupied by Koganei Park), while "Chico" comes from the "Chi" in the traditional Japanese Iroha poem order.
