Kate Tanner from the 1988 Alf comic book by Marvel comics.
Even though it was the same artist for all 50 issues, Dave Manak, her style wasn't consistent from story to story, so there's some variation. But overall a very classic comic strip look.
No standard outfit, just normal 80s mom stuff.
