still a bit finicky, play around with any combination of the following tags to elicit the effect of a glowing outline with various degrees of transparency covering the body and outer limbs.
blue electricity: creates the electric effect of the active camo fritzing out.
glowing,
no arms, no legs, no head, no torso, etc. (whichever body parts you want to have active camo effect.
