Bokeh Glow - CE

Bokeh Glow increases the likelihood of those circles of color/distortions appearing in pictures. Keep in mind that a source of light is usually require for them to appear, or something brighter out of focus, such as flowers.

In particular, I've found that "airbrush painting" can help when using media such as colored pencils, which otherwise tend to obscure the result.
