The concept was formed around the idea of female villain roles in tokusatsu(特撮) and other hero media from Japan. There are a bunch of different clothing styles for the 悪役女幹部, but I tried gathering ones that I think would work together when trained. EvilExec comes from Evil Executive, which was the original translation I was going for, but a kind commenter pointed out that commander would be a good translation for the term as well! Thanks!
