Given the retro aesthetic, this is a VHS movie title card, likely from the 1980s or early 1990s. The scene features a man with a cybernetic eye in a dark alley. He is wearing retro-futuristic leather jacket and has a prosthetic metal arm. The title of the movie is "Cyberpunk 1987" in stylized yellow text. VHS scanlines are visible along with jpeg artifacts.
